So I think you should let her go -- break up with her. Tell her that you don't feel comfortable being in a relationship with someone who's way less committed to it then you are. ..

You deserve better & I GUARANTEE there is better out there. She is being incredibly selfish & doesn't sound very dedicated to the relationship. My advice is, get out of this while you only have a year invested rather than waiting, putting more time & energy into this & then getting your heart broken whenever she gets the "urge" to mess around with someone else. If you let her do this type of stuff, she's gonna walk all over you & that's not a sign of a healthy relationship..
Also, keep this in mind.... STDs, AIDS etc are on the rise.... do you want to risk getting something from her because she is "flirting"/having sex with anyone she encounters? Not a great idea in my opinion. Some of these diseases are FOREVER & can/will be deadly. At least give it some thought. ..

She obviously has huge intimacy fears. You guys should be talking about ALL of your feelings by one year. if shes telling you that she wants to flirt with other guys, then she is just too scared of committing her self to you...
